Florio’s Executive Orders are listed below in chronological order with a short description followed by the impact it had upon an existing executive order and whether its effect was changed by a subsequent order.

1990 (Orders 1-22)

February 9 5 Directs that the Governor’s Study Commission on Discrimination in Public Works Procurement and Construction Contracts report its findings, etc. no later than February 9, 1991 (one year form the effective date of this Order). Modified by EO #16 (Florio)
March 14 6 Provides for the consolidation within the Department of Law and Public Safety of all attorneys giving legal advice and representation to State entities and the resources necessary to support them, etc.
April 2 7 Establishes the Governor’s Management Review Commission to study and analyze the various departments, commissions, and authorities etc.
April 6 8 Establishes an Emergency Solid Waste Assessment Task Force for dealing with the State’s solid waste problem.
April 18 9 Amends portions of Executive Order No. 1 pertaining to the definition of “Public Employee” etc. Amended EO #1 (Florio);

June 6 10 Establishes the New Jersey Transportation Executive Council which shall advise the Commissioner of DOT regarding transportation policies, etc. Rescinded EO #’s 25, 218 and 220 (Kean)
June 14 11 Rescinds Executive Orders Nos. 5, 12, 14, 20, 28, 36, 37, 41, 46, 54, 61, 63, 73, 76, 88, 90, 95, 96, 111, 112, 120, 128, 132, 145, 159, 154, 166, 167, 177, 183, 187, 188, 198, 201 and 212 of Governor Thomas Kean.
August 21 12 Establishes a Human Resource Development Institute in the Department of Personnel which shall be responsible for the overall administration, coordination and conduct of all agency generic and specific type training and education programs for all State employees.
August 23 13 Establishes the New Jersey-Atlantic City Coordinating Council to provide leadership necessary to develop Atlantic City into a resort, tourism and convention center while simultaneously providing for residents’ housing needs and preserving existing neighborhoods.
August 31 14 Extends the New Jersey Advisory Council on Holocaust Education through 9/1/91. Continued EO #’s 17, 87, 168, 225 (Kean)
September 13 15 Allows New Jersey State employees who are called to active duty during Middle East crisis to return to State employment with full seniority, etc.
September 28 16 Changes the due date for the final report of the Study Commission on Discrimination in Public Works Procurement and Construction Contracts to August 14, 1991, etc.  See Executive Order No. 5, above. Modified EO #5 (Florio)
October 10 17 Directs all State departments, offices, agencies and instrumentalities fly at half-mast U.S. of America and State flags October 11, 1990 through October 13, 1990, in recognition and mourning of the passing of Barbara Boggs Sigmund.
October 17 18 Directs that the Commissioner of Personnel (in cooperation with the Governor’s Management Review Commission), establish a new pilot program review system which shall incorporate all current Statewide sick leave injury pilot areas under program, etc.
October 17 19 Directs that the Senior Executive Service System (SES) of high level managers shall be implemented on a Statewide basis by the Commissioner of Personnel etc.
October 18 20 Establishes a joint study commission between New Jersey and Delaware to be known as the Delaware Bay Weakfish Action Commission, to study the threats to the weakfish population etc. Rescinded by EO #40 (Christie)
November 19 21 Grants November 22, 1990, the day following Thanksgiving as a day off to employees who work in Executive Departments of State Government whose functions per their appointing authority permit such absence.
December 27 22 Establishes the Governor’s Commission on Quality Education in New Jersey.

January 10 23 Ratifies verbal declaration by Acting Governor Lynch of a limited State of Emergency on 12/28/90 and terminates same effective 12:00 midnight on 12/28/90.
January 18 24 Declares a continuing state of emergency regarding overcrowding in the State prisons and other penal and correctional institutions of the New Jersey Department of Corrections and extending Executive Order Nos. 106 (6/19/81), 108 (9/11/82), et al.
January 18 25 Orders all New Jersey State employees who are called to active duty during the Middle East crisis to be entitled to return to State employment with full seniority and benefits, receive a salary equal to the differential between their State salary and military pay, and health benefits, life insurance and pension coverage while serving in the Armed Forces.
January 29 26 Directs that all State departments, offices, agencies and instrumentalities fly at half-mast U.S. of America and State flags beginning Wednesday, January 30, 1991, through and including Friday, February 1, 1991 in recognition and mourning of the passing of Christopher J. Jackman.
March 11 27 Creates a Governor’s Cabinet Action Group on Juvenile Justice.
March 15 28 Establishes the State Council on Vocational Education. Rescinded EO #126 (Kean);

March 20 29 Directs that any New Jersey resident mobilized into Active Duty with the Armed Forces or Coast Guard of the United States by order of the President for Operation Desert Shield/Storm will be considered eligible for those Veterans’ Entitlements for which they are in all other aspects qualified, etc.
April 15 30 Re-establishes the Governor’s Council on the Prevention of Mental Retardation and Developmental Disabilities for a period of three years, expiring December 31, 1993. Continued by EO #18 (Whitman)
May 6 31 Creates a Governor’s Study Group on the Bicentennial of the Polish Constitution. Rescinded by EO #40 (Christie)
May 23 32 Creates Hudson River Waterfront Development Committee.  Sections 2 through 8 of Executive Order No. 53 remain in effect as originally issued. Rescinded by EO #40 (Christie)
June 7 33 Gives the Department of treasury title to all State-owned vehicles, management, control, and their supervision etc. Expands EO #4 (Florio)
June 13 34 Orders and Directs that each State agency appoint a recycling coordinator who will coordinate the implementation of a Source Reduction and Recycling Program for waste materials generated by its agency, etc.
July 16 35 Continues the New Jersey-Israel Commission through and including May 31, 1993 and modifies its membership. Extended EO #208 (Kean);

July 17 36 Orders and Directs Department of Treasury establish a Printing Control Office to supervise, coordinate and control all printing done by the State of New Jersey, etc.
July 19 37 Declares State of Emergency in Lacey Township due to damage caused to a bridge which is part of U.S. Route 9. Terminated by EO #44 (Florio)
August 14 38 Directs all departments and agencies to take necessary to take necessary steps to implement Reorganization Plan No. 002-1991 which is effective August 19, 1991. This plan will enhance the coordination and integration of the State’s utility, environmental and energy policies.
August 16 39 Orders that all Executive Branch departments, agencies, boards, commissions and other bodies shall prohibit discrimination based on sexual orientation in any matter pertaining to employment by the State, etc.
August 16 40 Orders and directs the Governor’s Study Commission on Discrimination in Public Works Procurement and Construction Contracts be expanded to include the Director of the Division on Civil Rights, Department of Law and Public Safety etc. Amended EO #213 (Kean)
August 23 41 Recreates a Governor’s Commission on Eastern European and Captive Nation History which shall be named the Commission on Eastern European History. Rescinded by EO #40 (Christie)
September 26 42 Continues the New Jersey Governor’s School Board of Overseers, Executive Order No. 129 (February 20, 1986) concurrently with the operation of the Schools etc. Extended EO #129 (Kean);

October 12 43 Establishes the Governor’s Task Force on Local Partnerships to identify ways in which more inter-local service agreements can occur in New Jersey to increase the efficiency and effectiveness of the delivery of certain local government services, etc.
October 16 44 Terminates Executive Order No. 37 declaring limited State of Emergency in Ocean County, Route 9 dated July 19, 1991. Terminated EO #37 (Florio)
October 24 45 Creates a Governor’s Advisory Council on AIDS with administrative support from the Department of Health. This order shall terminate June 2, 1994. Rescinded by EO #61 (McGreevey)
October 31 46 Declares and proclaims a limited State of Emergency in Atlantic, Cape May, Monmouth and Ocean Counties. Terminated by EO #48 (Florio)
November 14 47 Directs that the Commissioner of the Department of Commerce and Economic Development cooperate with Quality New Jersey Inc. in the development, administration and promotion of a New Jersey Quality Achievement Award.
November 19 48 Terminates Executive Order No. 46, pertaining to a limited State of Emergency in Atlantic, Cape May, Monmouth and Ocean Counties. Terminated by EO #46 (Florio)
November 26 49 Grants November 29, 1991, the day following Thanksgiving, as a day off to State workers.

March 19 57 Orders and Directs that the flag of the United States of America and flag of the State be flown at half-mast at all State departments, offices, etc. beginning on Friday, March 20, 1992 through and including Sunday, March 22, 1992 in recognition and mourning of the passing of Senator Wayne Dumont, Jr.
April 6 58 Orders and Directs that the flag of the United States of America and flag of the State be flown at half-mast at all State departments, offices, agencies and instrumentalities during appropriate hours on Monday, April 6, 1992 in recognition and mourning of New Jersey State Trooper Thomas Joseph Hanratty, Badge 4971.
May 14 59 Designates the Commissioner of the Department of Transportation to act on behalf of the Governor and delegates to the Commissioner the powers of the Governor in carrying out Title 23 of the United States Code, etc.
May 27 60 Orders and Directs that N.J.S.A. 48:12-109 et seq. shall continue to apply strictly to rail passes etc. Rescinded EO #31 (Kean)
June 11 61 Orders and Directs that an Office on the Prevention of Violence Against Women in the Division on Women of the Department of Community Affairs be created, etc.
June 19 62 Establishes a New Jersey Business-Higher Education Forum, etc.
August 6 63 Establishes in, but not of Department of Community Affairs, State Agency Coordinating Council on Local Partnerships.
September 16 64 Orders and Directs that the flag of the United States of America and flag of the State be flown at half-mast at all State departments, offices, agencies and instrumentalities etc. during appropriate hours beginning on Wednesday, September 16, 1992, through and including Friday, September 18, 1992 in recognition and mourning of the passing of Millicent H. October 5 65 Orders and Directs that the Administrator of the General Services Administration in the Department of Treasury implement the proposals set forth in the Report on State Leasing prepared by the Office of Management and Budget, etc.
October 19 66 Creates the position of Chief of Economic Recovery who shall be empowered to act on the Governor’s behalf to direct a comprehensive and aggressive effort involving every part of State government to stimulate New Jersey’s economy, promote economic growth, and to provide jobs to the citizens of the State, etc.
October 16 67 Establishes the Governor’s New Jersey 2000 Advisory Committee to assist in promoting Statewide reform in New Jersey education, etc.
October 29 68 Establishes the State Council on Adult Education and Literacy, etc. Amended by EO #77 (Florio)
November 9 69 Declares the day following Thanksgiving (November 27, 1992) shall be granted as a day off to employees who work in the Executive Departments of State Government, etc.
November 17 70 The Commissioner of Personnel shall develop a plan for the consolidation and coordination of personnel functions that balances the needs and benefits of central personnel administration and the management needs of the department and agency heads, etc.
November 20 71 Orders and Directs the Governor’s Advisory Committee on Public/Private Volunteer Partnerships shall be renamed the Governor’s Advisory Council on Volunteerism and Community Service, etc. See EO #’s 34, 79, 99, 107 (Whitman)
December 7 72 Orders and Directs that the flag of the United States of America and flag of the State be flown at half-mast at all State departments, offices, agencies and instrumentalities etc. during appropriate hours beginning on Monday, December 7, 1992 and through and including Monday, December 21, 1992 in memory of one of New Jersey’s most distinguished sons, Richard J. Hughes.
December 11 73 Declares and proclaims a limited State of Emergency presently exists in Atlantic, Burlington, Cape May, Cumberland, Middlesex, Monmouth and Ocean Counties.  Orders the New Jersey National Guard to active duty such members of the National Guard that in the Adjutant General’s judgment are necessary to provide aid to the above communities.  The Superintendent of the Division of State Police is hereby authorized to order evacuations of persons, except for emergency and governmental personnel, etc. Terminated by EO #76 (Florio)
December 11 74 Declares an additional State of Emergency in the counties of Bergen, Hudson and Salem.  See Executive Order No. 73 above. Terminated by EO #76 (Florio)

January 7 77 Amends Executive Order No. 68, Section 4, which originally created the State Council on Adult Education and Literacy. The amendment primarily deals with the limitation on members so that the Governor can accommodate various interested constituents. Amended EO #68 (Florio)
January 12 78 Concerns the leasing of real property by members of the Legislature or members of their families who will benefit by entering agreements to lease property title to which is held by either a member of the Legislature, an immediate family member, a business in which the legislator has an interest, or a trust (even a blind trust) established by the legislator.
January 12 79 Concerns no-bid contracts which will not require competitive bidding for all such contracts. The Order directs the Treasurer to adopt regulations that will codify the existing, informal process of requiring bidding whenever it is practicable etc. Superseded by EO #26 (Whitman)
January 15 80 Continues state of emergency in the state of emergency in the State prison system and allows the Department of Corrections to continue to house State inmates in county jails etc.
January 29 81 Orders and Directs that the flags of the United States of America and State of New Jersey be flown at half-staff at all State departments, agencies and instrumentalities, etc. from Monday, February 1, 1993 to and through and including February 3, 1993 in recognition and mourning of the passing of Associate Justice Thurgood Marshall.
February 25 82 Orders and Directs the creation of a Highlands Trust Advisory Board which shall be advisory to the Commissioner of the Department of Environmental Protection and Energy.
March 5 83 Creates a thirteen-member Legalized Gaming Policy Study Commission.  The Commission shall terminate upon the issuance by the Commission of its report and recommendations. Rescinded by EO #40 (Christie)
March 5 84 Orders and Directs that pursuant to the Set-Aside Act for Small Businesses, Female Businesses, and Minority Businesses, the New Jersey Sports and Exhibition Authority Law, the Casino Control Act, The New Jersey Wastewater Treatment Trust Act, the New Jersey Urban Development Corporation Act etc. every State contracting agency shall adopt a set-aside program that requires the agency to make a good faith effort to award 7% of public procurement and construction contracts and subcontracts to all qualified businesses etc.
March 15 85 Declares a limited State of Emergency exists throughout the State since 10:30 a.m. on Saturday, March 13, 1993 due to the Blizzard of 1993. Rescinded by EO #86 (Florio)

March 29 87 Orders and Directs that the “Defense Conversion and Community Assistance Commission” be created, etc. Rescinded by EO #40 (Christie)
April 4 88 Orders and Directs that the Commissioner of personnel shall conduct a comprehensive review of the State’s current policies, practices and procedures for eradicating sexual harassment form the government workplace, etc.
April 15 89 Orders the Department of Commerce and Economic Development to conduct a study to determine the likely social, economic and cultural consequences that would result from the liberation of the people of Cuba, etc. Superseded by EO #24 (Whitman)
April 29 90 Continues the New Jersey-Israel Commission through and including May 31, 1995. Extended EO #208 (Kean);

May 3 91 Orders and Directs each State agency and instrumentality shall appoint within 30 days of effective date of this Order, a coordinator from the agency procurement staff who will be responsible for coordinating with the Division of Purchase and Property and the Division of Solid Waste Management, the procurement of recycled products by the agency or instrumentality.  The coordinator’s responsibility is to assure agency compliance with the purchasing goals fo the Order, etc.
May 4 92 Orders and Directs that the policy of the State of New Jersey regarding the awarding of contracts shall be that all bonds, notes or similar instruments shall be issued on the basis of competitive bidding, in accordance with the procedures set forth in the State Treasurer’s report dated May 3, 1993, etc. Superseded by EO #26 (Whitman)
May 7 93 Orders and Directs that should Reorganization Plan No. 001 become effective (Transfer from Department of Corrections to the Department of Human Services respectively) of the New Jersey Training School for Boys and the Juvenile Medium Security Center Jamesburg and Bordentown, shall not take place until such transfer is approved, etc. See EO #10 Whitman.
May 21 94 Establishes a State Interagency Coordinating Council to advise and assist the designated lead agency for early intervention services for infants and toddlers with disabilities and their families, etc.
June 10 95 Orders and Directs that blind trusts shall be eliminated in favor of full disclosure of assets by any regular State officer or employee, special State officer or employee is required by law or executive order to submit a financial disclosure statement to the Executive Commission on Ethical Standards. Rescinded by EO #2 (Whitman)
June 15 96 Orders and Directs that the flag of the United States of America and the State of New Jersey be flown at half-staff at all State departments, offices, agencies and instrumentalities during appropriate hours beginning on Tuesday, June 15, 1993 through and including Wednesday, June 16, 1993 in recognition and mourning of the passing of Mildred Barry Garvin.
August 2 97 Directs that the Chief Counsel to the Governor conduct a comprehensive review of the State’s regulatory system and present to the Governor by October 1, 1993, recommendations for improvement, etc.
August 11 98 Orders and Directs that the flag of the United States of America and the State of New Jersey be flown at half-staff at all State departments, offices, agencies and instrumentalities during appropriate hours beginning on Thursday, August 12, 1993 through and including August 13, 1993 in recognition and mourning of the passing of Francisco Baez of the Department of Transportation.
September 13 99 Orders and Directs that the policy of the State of New Jersey pertaining to public works projects implemented by any State department, authority, or instrumentality be subject to a project agreement whenever feasible and whenever such agreement substantially advanced the interests of costs, efficiency, quality, safety timeliness and the State’s policy regarding minority and women-owned businesses as set forth in Executive Order No. 84, etc. Rescinded by EO #11 (Whitman)
September 21 100 Orders and Directs that the flag of the United States of America and the State of New Jersey be flown at half-staff at all State departments, offices, agencies and instrumentalities during appropriate hours beginning on Tuesday, September 21, 1993 through and including Friday, September 24, 1993 in recognition and mourning of the passing of Senator John E. Dimon.
September 24 101 Establishes a Governor’s Committee on Welfare Reform to coordinate and direct State resources and the efforts of each State department toward efficiently achieving the welfare reforms of the Family Development Program, etc. Rescinded by EO #40 (Christie)
September 24 102 Orders and Directs that Executive Order No. 5 (Kean) is rescinded.  Establishes the Governor’s Committee on Children’s Services Planning, etc. Rescinded EO #35 (Kean);

September 28 103 Orders and Directs the New Jersey Statewide Consumer Advisory Board of the Commission for the Blind and Visually Impaired is hereby reconstituted and redenominated the New Jersey Commission for the Blind and Visually Impaired Rehabilitation Advisory Council, etc. See EO #110 (Florio) and EO #108 (Whitman)
October 5 104 Establishes an Aquaculture Development Task Force to be organized by the Fisheries and Aquaculture Technology Extension Center, which shall provide or assemble the technical expertise necessary to draft the State Aquaculture Development Plan, etc.
October 6 105 Orders and Directs that the flag of the United States of America and the flag of the State of New Jersey shall be flown at half-staff at all State departments, etc. in recognition and mourning of the passing of Army Specialists Dominick M. Pilla and James E. Smith, killed in battle on or about Sunday, October 3, 1993 in Mogadishu, Somalia.
October 15 106 Orders and Directs the renaming and restructuring of the New Jersey Independent Living Advisory Council to be known as the New Jersey Independent Living Council, etc.
October 21 107 Orders and Directs the Commissioner of Labor is designated to act on behalf of Governor in planning, administration, coordination and oversight of programs under the Job Training Partnership Act (JTPA) and have sole authority to apply for federal funds under the JTPA.
October 20 108 Orders and Directs the establishment of a Governor’s Commission on Women’s Health.
October 25 109 Orders and Directs the creation of the Task Force for the Review of the Farmland Assessment Program, etc. Rescinded by EO #40 (Christie)
October 29 110 Orders and Directs the New Jersey Advisory Board for Vocational Rehabilitation Services shall be reconstituted and known as the New Jersey Division of Rehabilitation Services Rehabilitation Advisory Council. See EO #103 (Florio) and EO #108 (Whitman)
November 15 111 This Order reconvenes the New Jersey Environmental Education Commission and establishes staggered 3-year terms for public members, etc.
November 19 112 Grants the day after Thanksgiving (11/26/93) as a day off to employees who work in the Executive Departments of State Government and who are paid from State funds. An alternate day off shall be granted to the above mentioned personnel who are essential.
December 23 113 Orders and Directs that a pilot program using Integrated Pest Management (IPM) practices to control the use of chemical pesticides in State agencies and instrumentalities in cooperation with the Department of Environmental Protection, etc.
