Thomas Cochran, a graduate of Beloit College and the Woodrow Wilson School of Public and International Affairs at Princeton University, served as Special Assistant for healthcare and education finance issues to Governor Brendan Byrne. He later was named as executive director of the Northeast-Midwest Research Institute, a nonprofit, nonpartisan research organization conducting research to promote the economy and environmental quality for the 18 Northeastern and Midwestern states. His private sector career includes serving as an executive at MBIA Insurance and Lehman Brothers. He is now Managing Director of CivilCredit Advisors, a New Jersey-based public finance consultancy whose clients have included the U.S. Department of Energy and the State of Connecticut.
