David J. Rosen retired from the New Jersey Office of Legislative Services (OLS) late in 2015, after 33 years of service. He joined the nonpartisan agency in 1983 as a researcher and committee aide concentrating on education and playing a role in the Quality Education Act. He then moved into budget policy and in 1992 was named the Chief of the OLS Revenue, Finance and Appropriations Section, where he directed the staffing of the Senate and General Assembly Budget and Appropriations Committees, supervised the drafting of tax legislation and the annual appropriations bills. While continuing as Section Chief, in 2004 he assumed an additional role as the New Jersey Legislative Budget and Finance Officer. In this position he directed the analysis of the annual Executive budget proposal and the fiscal impact of pending legislation, prepared State revenue forecasts, testified before the budget committees, and supported annual appropriations act negotiations. In 2015 Rosen also took on the position of OLS Executive Director.
Prior to joining the legislature, Mr. Rosen taught political science for 9 years at Rutgers and Drew Universities. He received his B.A. from Rutgers College in 1969 and Ph.D. in Political Science from Rutgers University in 1974.
