*Banking and Insurance were separate departments until 1996, when they were combined. Elizabeth Randall served first as Banking Commissioner, then as Insurance Commissioner, then as the Commissioner of the combined Department of Banking and Insurance. John Traier served as Action Banking Commissioner from October 13, 1995 – June 27, 1996, while Randall was Insurance Commissioner.
**The commerce department was abolished in 1998.
***The Department of Health became the Department of Health and Senior Services on July 1, 1976. Fishman was Health Commissioner until that date, then Health and Senior Services Commissioner.
